JACAP mentioned that the Heads of Agreement had expired years ago and they intended to establish a new one effective January 2014.  Rates will now be calculated using international standards which will also determine whether a station is considered a talk station or a music station.  MAJ suggested that it should be noted that music being played in the nights attracted less commercials and listenership.

JAMMS advised that in terms of compliance, 21 stations were signed up, about 75% of which were compliant.  Their segments are music, semi-music (which includes 30% of talk and 70% music) and talk.  Although they also follow international standards, they use their discretion to apply concessions.  Mr. Mullings mentioned that changes would be made in the Act to include Performers rights which would be managed by JAMMS.  He explained that JAMMS’ contracts do not expire until another 3 years.  However, they do allow for provision to make adjustments depending on changes in ratio on talk and music but it will not affect the broad terms and conditions.
